案の定、北朝鮮が国連の場で、アメリカCIAによる「拷問」と「白人警官による黒人殺害」を取り上げるよう、カウンター・パンチを繰り出してきた。
笑止とは言え、これら「問題」を、進歩派勢力に迎合する形で政治利用してきたオバマ政権および議会民主党が、しっかり対応すべきだろう。

北朝鮮人権決議案の国連総会本会議採択と北朝鮮人権問題の安全保障理事会上程が差し迫ると、北朝鮮が米国中央情報局(CIA)の拷問問題も安保理議題で扱おうと「応戦外交」に乗り出した。
「北朝鮮人権責任者の国際刑事裁判所(ICC)付託」を勧告する内容を含んだ北朝鮮人権決議案は18日(現地時間)、国連総会本会議で採択される予定だ。先月18日に圧倒的賛成(賛成111票、反対19票、棄権55票)で第3委員会(人権担当)を通過した決議案は、本会議で賛成票がさらに増える可能性が高い。
北朝鮮人権問題の史上初の安保理議題上程は、早ければ22日にも行われる見通しだ。安保理の12月の議長であるチャドのシェリフ国連大使は15日、「北朝鮮問題に対する安保理会議を22日か23日に開く予定だ」と話した。国連関係者は、「安保理上程を要請する書簡を議長に送った韓国、米国、英国、フランス、オーストラリアなど10ヵ国の理事国は18日か19日の上程を希望したが、議長の意見を尊重することにした」と伝えた。
これに対して、北朝鮮の慈成男(チャ・ソンナム)国連大使は安保理議長に書簡を送り、「米CIAの拷問犯罪は世界的に最も深刻な人権侵害だ」とし、「国際平和と安全保障の維持に即刻脅威になるため、早期に安保理で扱われなければならない」と主張した。北朝鮮の国連代表部は別途の報道資料でも、「(白人警察官による)相次ぐ黒人殺害から見るように深刻な人種差別が強行される米国こそ人権侵害の主犯だ」と非難した。同代表部はこの書簡と資料を韓国特派員団にも電子メールで送った。北朝鮮は、「最高尊厳」のICC付託問題が争点に浮上したことで、国連内外で積極的な防衛外交を行っている。

North Korea blasts US over CIA report on torture inletter to UN

North Korea is demanding that the U.N.Security Council conduct "a thorough probe into the CIA torturecrimes," according to a letter obtained by Fox News.
In the letter, addressed to the presidentof the Security Council on Monday, Ja Song-nam, Pyongyang's ambassador to theU.N., accuses the U.S. of conducting "brutal medieval forms" oftorture and "the gravest human rights violations in the world."
The Senate Intelligence Committee’s $40million report, five years in the making and finally released last week amidcriticism from Republicans and the intelligence community, alleges CIAoperatives used enhanced interrogation techniques “that at times amounted totorture” against suspected terrorists. While proponents of the report’s releasesay it shows America owns up to its sins, critics dispute claims of torture andsay the interrogation efforts saved lives.
Song-nam also blasted the council forincluding North Korea's human rights record on its agenda for debate amid talk ofpossible referral to the International Criminal Court, calling the focus"politically fabricated" and "not at all relevant to theregional or international peace and security."
North Korea’s human rights record has beenplaced on the Security Council debate schedule for Dec. 22, after the U.S.,France, U.K. and several other member states requested urgent discussion.
In November, the UN General Assemblyendorsed a resolution calling on the Security Council to take up North Korea’shuman rights record. Russia and China, Pyongyang’s allies, have resisted themove, which follows a U.N. report published earlier this year that providedhorrific details of widespread human rights abuses in North Korea. China, apermanent Security Council member, is expected to veto any effort by westerngovernments to refer North Korea to the ICC.
North Korea fired off a scathing letterseveral months ago to the Security Council and Secretary-General, accusing the U.S. of committing an act of warby allowing Sony Pictures to produce the Seth Rogen-James Franco comedy"The Interview," which is about an assassination attempt on NorthKorean leader Kim Jong-un.
"To allow the production anddistribution of such a film on the assassination of an incumbent head of asovereign state should be regarded as the most undisguised sponsoring ofterrorism as well as an act of war," Nam wrote in a July letter to U.N.General Secretary Ban Ki-Moon. "The United States authorities should takeimmediate and appropriate actions to ban the production and distribution of theaforementioned film; otherwise, it will be fully responsible for encouragingand sponsoring terrorism."
Jong-un is reportedly outraged over thefilm, and speculation has ensued that Pyongyang is behind the current cripplingcyberattack on Sony.
