共同、時事は「慰安婦=性奴隷」を改めよ |

共同、時事は「慰安婦=性奴隷」を改めよ

読売新聞が2014年11月28日付で、「本社英字紙で不適切な表現…慰安婦報道でおわび」と題する文を発表した。中心部分のみ引いておく。
〈いわゆる従軍慰安婦問題の報道で、読売新聞発行の英字紙「デイリー・ヨミウリ」が1992年2月から2013年1月にかけて、「性奴隷」(sex slave/servitude)など不適切な表現を計97本の記事で使用していたことが社内調査で明らかになりました。読売新聞は、誤解を招く表現を使ってきたことをおわびし、記事データベースでも該当の全記事に、表現が不適切だったことを付記する措置をとります。……「性奴隷」にあたる単語を不適切に使用していたものは85本、……「性奴隷」という言葉は用いていないが、慰安婦を「日本軍によって売春を強要された女性たち」などと定義し、政府・軍による強制を客観的事実であるかのように記述した記事も、12本あった。……〉(引用終わり)
遅きに失したとはいえ、読売のこの姿勢は大いに評価できる。
ところで、この件を報じた共同通信と時事通信の配信記事を見ると、読売とは逆に、いまだ無反省無責任が顕著である。まず両社の記事を引いておこう。
〈■「性奴隷」謝罪に米紙関心 読売英字紙の慰安婦報道…「安倍主導の中起きた」「中韓刺激は確実」(共同 2014.11.29)
米紙ワシントン・ポスト電子版は28日、慰安婦問題をめぐり、英字紙「デイリー・ヨミウリ」(現ジャパン・ニューズ)の記事に「性奴隷」を意味する単語など不適切な表現があったとして同紙を発行する読売新聞が謝罪記事を掲載したことを詳しく伝え、関心をのぞかせた。
ワシントン・ポストは「(謝罪記事掲載は)日本の戦争中の歴史を再評価しようという安倍晋三首相が主導する大きな動きがある中で起きた」と解説。「韓国や中国との関係を刺激するのは確実だ」との見方を示した。
米紙ニューヨーク・タイムズ電子版も今回の謝罪記事について伝え、慰安婦に関する朝日新聞の一部記事取り消しなどについても紹介した。〉
〈■「性奴隷」謝罪を報道=米欧メディア(時事 2014.11.30)
【ワシントン時事】29日付の米紙ワシントン・ポストは、読売新聞社が英字紙で従軍慰安婦問題を報じる際に「性奴隷」という不適切な表現を用いていたとして謝罪したことを伝えた。ポスト紙は謝罪について、安倍晋三首相が戦争中の歴史を見直す動きを主導する中で起きたと指摘し、「不安定な韓国や中国との関係を刺激するのは確実」との見方を示した。
ポスト紙に加え、米紙ニューヨーク・タイムズや英BBC放送なども、読売新聞の謝罪を報道。いずれも日本での保守的主張の台頭と謝罪を関連付けて伝えている。また、ポスト紙とBBCは、慰安婦に関し、20万人が旧日本軍によって強制的に徴用されたと紹介している。〉(記事の引用終わり)
誤りを認め改めた読売に対し、いまだ「慰安婦=強制された性奴隷」と規定する英文記事を世界に流し続けている共同と時事が、外紙を引用する形で、「韓国や中国との関係を刺激するのは確実」などと、淡々と中韓を煽るがごとき表現を盛り込むのは不見識という他ない。
ちなみに共同通信英語版の最近の事例を引くと、「韓国が国連人権会議で4年連続『慰安婦』に言及」(S. Korea mentions "comfort women" at U.N. Human Rights panel for fourth year)と題する2014年10月16日付記事では、冒頭で、「日本軍の売春宿に連れてこられ性奴隷とされた『慰安婦』の問題」(The issue of "comfort women" who were brought into sexual slavery at Japanese military brothels)と規定している。続いて、国連における日韓両政府の応酬を紹介するが、冒頭の規定があるため、正しいのは韓国側という印象にならざるを得ない。
時事通信英語版の最近の事例では、「『慰安婦』問題で更なる進展必要-朴大統領、国会代表団に」(Progress still needed on ‘comfort women’ issue, Park tells Diet delegation)と題する2014年10月25日付記事で、「性奴隷」という単語こそ使っていないものの、「主として韓国人からなる、帝国日本将兵に性を提供するため軍の売春宿に強制的に入れられた慰安婦」(comfort women, mainly Koreans, who were forced into military brothels to provide sex to Imperial Japanese troops)と規定している。ほとんど性奴隷と言っているも同然だろう。
そして、AFP/時事配信の英文記事では、「慰安婦=性奴隷(sex slave)」とのより直接的な表現が頻繁に見られる。
時事通信のあるOBは、「AFP/時事とあるのは実際上AFPの記事で、時事は関与しないし、できない」と解説するが、国際的には、日本の二大通信社である共同、時事がいずれも慰安婦=性奴隷との認識に立っていると受け止められることになろう。
読売がよい見本を示した。この上なお共同、時事が従来通りの英文発信を続けるなら、単なる無自覚無責任ではなく、自覚的な反日行為と見なさざるを得ない。

S.Korea mentions "comfort women" at U.N. Human Rights panel for fourth year

The issue of "comfort women" who were brought into sexual slavery at Japanese military brothels during World War II was raised by a South Korean representative at a United Nations committee on human rights Wednesday, marking the fourth consecutive year Seoul brought the matter to attention at the annual session.
South Korean Deputy Ambassador Hahn Choong Hee explained that the issue of the South Korean comfort women "is a key instance of anunresolved and persistent issue of sexual violence in conflict."
This year Hahn mentioned Japan when he cited Navi Pillay, the formerU.N. high commissioner for human rights, who had encouraged Tokyo "topursue a comprehensive, impartial and lasting resolution" of the issue.
Hahn pointed out that as the victims grow older "this urgent and still current issue of humanity and human dignity" should be taken upwithout delay and that perpetrators be held accountable so instances of sexualviolence in conflict can eventually end.
Last year South Korea's gender equality and family minister, ChoYoon Sun, brought up the matter and called on the "the responsiblegovernment," without mentioning Japan by name, to apologize and takeresponsible measures in her speech.

Progressstill needed on ‘comfort women’ issue, Park tells Diet delegation

SEOUL – South Korean President ParkGeun-hye says that progress over the wartime “comfort women” and other issuesof history needs to be made before a summit between South Korea and Japan canbe held.
Park made the remark at a meeting Friday in Seoul with members of amission from a suprapartisan group of Japanese national lawmakers promoting thebilateral friendship, according to Fukushiro Nukaga, head of the delegation.
The two countries are studying the possibility of arranging a summitbetween Prime Minister Shinzo Abe and Park on the sidelines of internationalmeetings in mid-November, including a summit of the Asia-Pacific EconomicCooperation forum in Beijing from Nov. 10 to 11.
But the two sides remain apart on the issue of the comfort women,mainly Koreans, who were forced into military brothels to provide sex toImperial Japanese troops before and during World War II. Inaddition, Japan has been frustrated by the recent indictment of a Japanesejournalist who was the Seoul bureau chief for the daily Sankei Shimbun over anarticle that allegedly defamed the South Korean leader.
Setting up a bilateral summit appears difficult now that Parkappears resolved to stock to her stance, observers said.
Park said both countries need to work hard to mend ties as they markthe 50th anniversary next year of the normalization of bilateral diplomaticties, according to Nukaga, a member of the ruling Liberal Democratic Party.
Resolving the thorny issue will represent the first step towardimproving bilateral ties, Park said, adding that she hopes Japan will takeappropriate steps to restore the honor of the aging victims while they arestill alive.
It is also important for Japan to make sure that remarks and actionsthat hurt the victims and other South Koreans are not repeated again, Parksaid.……

45%of Japanese want ‘comfort women’ statement reviewed, survey by Jiji Presssuggests

More than 40 percent of Japanese think the country’s 1993 statementon the “comfort women” wartime prostitution system should be reviewed, a JijiPress survey suggested on Friday.
In the interview-based survey, 45.1 percent of respondents agreedwith the idea of reviewing the statement issued by then Chief Cabinet SecretaryYohei Kono, while 32.6 percent said the government should uphold it.
In the statement, Tokyo acknowledged the now-defunct ImperialJapanese Army was involved in the recruiting of comfort women, a euphemism for women and girlswho were forced to work in Japan’s wartime military brothels.
The survey also found that 42.7 percent of respondents supported thenotion of regulating hate speech by law, compared with the 36.2 percent who didnot see a need to do so.
The survey was conducted for four days through Monday with 2,000adults across Japan. Valid responses were received from 64.1 percent of thosesurveyed.

AsahiShimbun profit dives 50%

Asahi Shimbun Co. said consolidated operating profit fell 50.5percent from a year earlier to ¥3.1 billion during the first half, marking twoconsecutive declines.
In addition to sluggish newspaper sales affected partly by storyretractions related to the “comfort women” issue and an expose on the Fukushimadisaster, the drop reflected falling revenue from ads, which have beendeclining since the April consumption tax hike, the major daily said Friday.
Group net profit shrank 40.5 percent toabout ¥4 billion on sales of ¥215.459 billion, down 5.1 percent.
Starting in August, the daily decided to retract some of itsarticles on the comfort women, Japan’seuphemism for the women who were forced to provide sex to Imperial Japanesetroops during the war, and part of its leak of the government’s “secret”interviews with Masao Yoshida, late chief of the Fukushima No. 1 nuclear plantduring the nuclear crisis, due to factual errors.
