ワシントンにおける実質的な北朝鮮スポークスマンの一人セリグ・ハリソンが、再び北を訪れ(自身11回目)、帰路、北京で記者会見を行った。ハリソンは、1994年のカーター訪朝に際しても、露払い役を果たしている。
ひょっとするとまた“ミスター先制降伏” ジミー・カーターが登場する前触れかも知れない。北は、少なくともそう期待しているだろう。
ハリソンが紹介する北当局の発言は次の通りである。
"All of those I met said the North has already weaponized the 30.8 kilograms (67.8 pounds) of plutonium listed in its formal declaration and that the weapons cannot be inspected,"
(訳) 「私の会ったすべての人が、北は、公式申告に挙げた30.8キロのプルトニウムをすでに兵器化した、そして兵器は査察の対象にならないと語った」
「兵器化」の意味を尋ねたところ、「弾頭(warheads)を意味する」との答が返ってきたという。
北はさらに、日本が拉致問題を理由に負担を拒んでいる20万トンの重油が届かないなら、原子炉の無能力化作業を中断すると威嚇したらしい。先に、“金正日の番頭”川上義博(民主党参院議員)を通じても、北は同じメッセージを発している。
日本としては、単に無視して、追加制裁を発動すればよい。
ハリソンは研究者としては無能だが、北のスポークスマンとしては忠実な仕事ぶりを見せる。彼が伝える北当局の発言は額面通り受け取ってよいだろう。
当然ながら、北は六者協議の裏でプルトニウムの兵器化に邁進していた。そして「兵器は査察の対象にならない」とうそぶいている。すべてが予想通りの展開である。
核問題で進展が見られるから、拉致にこだわらずエネルギー支援に参加すべきだと主張してきた山拓、前原誠司、石破茂、志位和夫らの不見識が改めて明らかとなった。
