中国における 「劉暁波ノーベル賞」 報道を戦略的に考える |

獄中の民主化闘士・劉暁波氏へのノーベル平和賞授賞が決まった翌日、中国の各紙は、「当局から新華社の配信記事以外は掲載しないよう通達」を受け、外務省報道官の批判談話を掲載するのみで、いずれも小さな扱いに終わったという。
その中で、『環球時報』(共産党機関紙『人民日報』が発行する国際問題専門紙)の英語版のみが「他の民主活動家らも同賞に推薦されていたことに言及」していたというので読んでみた。下に原文を掲げておく。
確かに、すでに受賞済みのダライ・ラマにつづき、魏京生(Wei Jingsheng)、胡佳(Hu Jia)、“ウイグルの母”ラビア・カーディル各氏の名前が挙げられている。
どういう文脈であれ、彼らの存在が、中共メディア「公認」で報じられるのはよいことだ(背後の意図、あるいは内部でせめぎ合いがあるのかなど定かでないが)。
何人かの大学教員のコメントも載っている。うちの一人は、「劉暁波が唱えることに中国人民はさして関心をもたないし、それを得ようが得まいが違いはないと考えている」と述べている。言論報道の自由や政治の民主化など、一般人にはどうでもよいというわけだ。
それなら、劉暁波の言動を神経質に監視し、あげくに逮捕・投獄(民衆から隔離)などする必要はないはずだ。
心ある中国人は、当然、言論の自由に関心を持つし、周りの国にとっても、強権的抑圧的な中共が影響力を拡大していく事態は、絶対に阻止し、押し返さねばならない。
中国内で見られる海外メディア(NHKなど)が「劉暁波」に触れると、数秒後に電波が切られ画面が真っ黒になるという。が、報道量が増えれば増えるほど、中国当局の対応も難しくなろう。
菅首相はそのことを念頭に置き、戦略的に劉暁波問題を取り上げねばならない。と、菅に言っても空しいので、他の政治家の自覚ある言動に期待したい。

【北京=川越一】中国の民主活動家、劉暁波氏のノーベル平和賞受賞決定から一夜明けた9日、同日付の中国各紙は、国営新華社通信が配信した中国外務省報道官の批判談話を掲載しただけで、受賞自体は“黙殺”した。
共産党機関紙、人民日報系の京華時報は「中国の罪人への授与は平和賞への冒涜(ぼうとく)」との見出しで、新華社の記事を掲載。他の有力紙も小さな扱いにとどまった。他のノーベル各賞については大きく報じていた中国紙だが、関係者によると、事前に当局から新華社の配信記事以外は掲載しないよう通達があったという。
唯一、一般中国人の読者が少ない国際情報紙、環球時報の英語版が、“中国人”としてはチベット仏教の最高指導者、ダライ・ラマ14世に続く2人目の平和賞受賞と補足。他の民主活動家らも同賞に推薦されていたことに言及し、「彼らは現在の中国の政治体制に反対しているという共通の特徴がある」と政府の主張を代弁した。
中国国内では授賞発表直後から、「劉暁波」の3文字が含まれた携帯電話のショートメールが送信できなくなった。インターネットの掲示板でも平和賞関連の書き込みが削除された。利用者は「恭喜、恭喜」「盛大な祝賀会を開催すべきでは?」など、規制をかいくぐる曖昧な表現で受賞決定を祝福した。
劉氏の妻、劉霞さんは10日、遼寧省錦州の刑務所で服役中の劉氏と面会する予定だ。当局側は以前から面会時の会話内容も“規制”しており、劉氏本人に受賞を直接的な表現で伝えられる可能性は低い。
だが、当局がいくら隠そうとしても、伝わるものは伝わる。劉氏の知名度が決して高くない一般市民の間でも、口コミや海外にサーバーを置くサイトなどを通じて、徐々に祝福の輪が広がっている。

The Nobel Peace Prize should be awarded to people who contribute to national harmony, country-to-country friendship, to advancing disarmament, and for convening and propagandizing peace conferences, Ma said.
He claimed this was the wish of Alfred Nobel, founder of the Nobel Prizes.
Ma said Liu was a criminal sentenced by the Chinese judicial authorities for violating Chinese law.
"What he has done is contrary to the purpose of the Nobel Peace Prize," he said.
The Nobel committee's decision to award the peace prize to such a person ran contrary to and desecrated the prize, he said.
Liu is the second Chinese national to win the peace award, following the Dalai Lama. Chinese nominated for the prize have included Wei Jingsheng, Hu Jia and Rebiya Kadeer. They share a common characteristics of being opposed to the current Chinese political system.
Liu and Hu are currently in prison, and the Dalai Lama and Rebiya Kadeer are in exile.

He Xing, a lecturer at the University of Shanghai for Science and Technology, told the Global Times that what Liu advocated is something that Chinese people do not care about too much and think it makes no difference whether they have it or not.
"I will ask my students at tomorrow's lecture to see how many of them know about Liu or know what he has written. I think these foreign panels (that award prizes) are too opinionated," he said.
Shi Yinhong, a professor with the School of International Studies at Renmin University of China, told the Global Times Friday, "The Nobel committee claims to be independent, but its decision to award the peace prize to Liu strategically caters to anti-China forces."
